OFNC survey explores unfunded NHS work
The OFNC is calling on all contractors in England to complete a short survey gathering evidence of unfunded “goodwill” activity linked to GOS delivery

The Optometric Fees Negotiating Committee (OFNC) has launched a survey to gather evidence from contractors about unfunded NHS work performed “on a goodwill basis.”
The survey aims to gather evidence about unfunded activity linked to General Ophthalmic Services (GOS) delivery and related work in addition to other cost pressures that can be discussed with ministers and senior officials as part of this year’s fees round.
Dr Peter Hampson, chair of the OFNC, said: “We are calling on all contractors in England to help us explain to ministers and senior officials how much unfunded NHS work we do within and around the sight test on a ‘goodwill’ basis, work that arguably keeps the whole NHS eye care pyramid functioning.”
“This is important because GOS contract holders are regularly telling us privately that continued below inflation increases to GOS fees and grants is seriously threatening their ability to continue offering what they currently do pro bono and that additional unfunded work can no longer be taken for granted,” he continued.
Hampson highlighted that if goodwill is withdrawn because of financial pressures facing practices “this will unfortunately result in significant pressure on GPs and hospital colleagues and set back delivery of the NHS 10-Year Health Plan eye care aims.”
The OFNC has emphasised the importance of as many contractors as possible completing the survey, noting that the results will provide the best possible evidence with which it can represent the profession.
Data from the survey will only be shared in an aggregate and non-identifiable statistical format. The survey is available online, with a deadline of 22 June 2026 for completion.
