One problem with assessing children who are 'pre-cyclo'd' is that you have no way of assessing accommodation afterwards (dynamic retinoscopy is impossible, and you can't judge whether your Rx is going to correct any esotropia). These things can only be done at the same appointment if they're done prior to (or without) cycloplegia.
Also, if you do have to instill cyclopentane drops yourself, it probably ought to be given 30 mins to take full effect. Even then I've seen a case where full cycloplegia wasn't achieved in a 3 year old high hypermetrope.
