The National Optical Conference is the key event in the calendar for those involved in or looking to join their Local Optical Committees or those delivering eye health services through a Primary Eyecare Company.
The NOC programme and workshop activities will be based around a new LOCSU plan which was announced at the 2018 NOC. It will explore the main themes and aims of the plan which will emerge throughout 2019 as discussions take place with all stakeholders.
As with recent NOCs, delegates will be able to benefit from a range of workshops which will cover the practical delivery of the new plan.

There will be six facilitated discussions, taking place at 11.30am and repeated at 2pm, chaired by LOCSU's Optical Leads. Please note: these will be allocated at a later date.

Richard Everitt
He first moved into the public sector in 2013 when he joined Herefordshire CCG as a programme manager, working on a transformation programme to modify and improve services at Wye Valley Trust. This paved the way to his current position with NHS England as a Programme Manager within the central primary care commissioning operations team, taking a lead for the optometry sector. His workstreams include responsibility for improving quality and outcomes for optometry practices through IT connectivity, transforming commissioning services, and setting the strategic direction for enhanced services; and prioritising people with learning disabilities and autism.
Richard works in close partnership with the profession to ensure the best outcomes for all stakeholders is achieved.
Professor James Kingsland OBE
James was appointed an Officer of the Order of the British Empire in the Queen’s 2012 Diamond Jubilee New Year Honours List for services to medicine and to healthcare and is featured in Who's Who, the register of the most influential people worldwide who impact British life.
James is the senior partner in a nationally renowned, award-winning general practice in the North West of England and an Honorary Clinical Professor in the School of Medicine at the University of Central Lancashire. A skilled clinician and manager of change, he has a wealth of experience in the provision and commissioning of primary care, medical education and in medical politics. He has been a leader of NHS reform for over 25 years.
In October 2019, he became Chairman of the UK Institute for Healthcare Management, the nation’s foremost organisation for the management training, education and leadership development of managers and clinicians.
He is the immediate Past President of the National Association of Primary Care (UK) having previously served as its chairman and is the co-author and National Clinical Lead of the new care model, the Primary Care Home, possibly the largest reform programme for primary care provision in the NHS in a generation. He remains as a Director of NAPC Services Board.
He was a GP trainer for 20 years and an undergraduate tutor for the medical schools of Liverpool and University College London.
He has twice served as a government advisor at the English Department of Health for a combined period of eight years and was the National Clinical Lead for Primary Care Commissioning. In this role he was also the Primary Care Lead on the Department of Health’s Board of National Clinical Directors. He has also held advisory positions with the National Institute for Health and Care Excellence, Care Quality Commission and NHS Improvement. James has been on the Board of three different hospitals in the NW of England over a 12 year period.
He is immediate past Chairman of the largest independent community pharmacy chain with national coverage in England.
His international roles include the Primary Care Lead for the Faculty of Disaster Medicine for India and Nepal and is currently advising the Indian Government and provincial government in China on the development of primary care.
Currently the longest serving BBC radio doctor, he regularly provides expert advice on national television and radio for both news and current affairs programmes.
His inspiring presentation skills have established him as an internationally renowned motivational speaker.

LOCSU
