The simple reason why the government refuses to pay a fair eye examination fee is part of its unwritten strategy of using inadequate funding to force as many independent practitioners out of business-leaving the remaining multiples to fight for market share leading to the government being able to control the optical businesses that remain=divide and rule principle

simple reason why the government will not pay a fair GOS fee is that their refusal is part of a strategy intended to force independent practitioners out of business-leaving multipes to fight it out amongst themselves-which will lead ultimately to a small number or of providers which the Government of the day can control
