Since June 2004 onwards an Explanatory Memorandum, setting out a brief statement of the purpose of an instrument and providing information about its policy objective and policy implications, has been produced to accompany any Statutory Instrument or Draft Statutory Instrument laid before Parliament. The aim is to publish these documents simultaneously with their publication in printed form.

Practice Inspection Criteria (2007)
For guidance and a national checklist covering practice inspections, please see the pdf at the end of this page. NHS Boards are asked to inspect existing premises from which general ophthalmic services are provided on a 3 year rolling-programme basis. Boards are also asked to inspect, before allowing an optometrist/ophthalmic medical practitioner onto the Board’s ophthalmic list, premises where general ophthalmic services will be provided for the first time.
